29/10/07 - 'Stalwart' Councillor Dies

Councillor Janet Cowan, died on Saturday 27th October 2007. Janet Cowan had lived in Harrow for 35 years.

She served as a councillor of the London Borough of Harrow for 17 years between 1990 and 2007, representing Kenton West and Canons Ward, as a Conservative Party Member.

She was Mayoress to Councillor John Cowan during his mayoral year 1994/95. She was elected as Mayor of the London Borough of Harrow for 2006/07.

  Councillor Janet Cowan was most concerned with education having served on the governing bodies of Aylward, Stanburn, West Lodge, Belmont First and Middle and North London Collegiate Schools. She also served on numerous education committees, including the Education Admissions and Awards Panels, and Harrow Admissions Forum.

She was the Chair of the Standards Committee between 2005/06.

She was also active with a number of local residents’ associations including the Canons Park Estate Association, the Canons Park Residents’ Association and the Laing Estate Residents’ Association.

Janet Cowan is survived by her husband Councillor John Cowan, her children and grandchildren.

  Cllr. Chris Mote, Leader of Harrow Council, said: "Janet was an upstanding member of the local community for over 30 years and diligently represented two wards - Kenton West and Canons for 17 years.

"She was a great stalwart and will be a great loss to the council and Harrow. She will be sorely missed by all.

"For me personally this will be a tragic loss of a friend and colleague."

  The Mayor of Harrow, Cllr. Jean Lammiman, said: "Janet was not only an excellent councillor but she was also my very good friend.

"My heart goes out to John, Richard and Martin and their families. John and I will miss her very much."
